The European Commission has requested that European Food Safety Authority (EFSA) conduct a scientific evaluation to review the scientific validity of the Reference Doses proposed by FAO/WHO and adopted by Codex Alimentarius earlier in May, with specific focus on the EU population. In addition, EFSA has been asked to derive Reference Amounts, meaning consumption amounts, for different food categories across the EU, and their use in calculating Action Levels.
This means the scientific foundation of the FAO/WHO Reference Doses and Reference Amounts will be re-examined from a European perspective. Given the deadline of 31 July 2028, it now seems unlikely that the PAL Implementing Regulation under Regulation (EU) No 1169/2011 will be adopted according to the currently announced timeline of Q4 2027. Whilst this may seem a delay, this is an important step required towards global harmonisation.
